Express Entry is the new System for managing the intake of economic immigration applications including the Federal Skilled Trades Program (FSTP). As of January 1, 2015, foreign nationals must receive an invitation from CIC before they may apply to the above program. CIC aims to process 80 percent of complete Express Entry applications in six months or less.

However, applicants will have to meet first the programs criteria before being allowed to make an Express Entry Registration.

Minimum requirements are

• your trade is included in the eligible trades list (please see at the bottom)

• at least TWO years (30 hours/week) PAID continuous full-time or an equal amount in part-time work experience in an NOC skill type 0, A or B occupation within the last 5 years

minimum language level of Canadian language Benchmark of 5 in each speaking & listening and Canadian language Benchmark of 4 in reading & writing in either English or French, proven by approved language test. Test results must not be more than two years old on the day of application for permanent residence.

Education is not required, but for obtaining points one must prove:

Canadian secondary (high school) or post-secondary certificate, diploma or degree, OR an Educational Credential Assessment (ECA) report from an approved agency to show that the foreign education is equal to Canadian education standards.

• have a validated offer of employment (LMIA)for a total period of at least one year OR a certificate of qualification in that skilled trade issued by a Canadian provincial or territorial authority (a complex process including writing the trade exam)
Comprehensive Ranking System (CRS)

Candidates fulfilling the above minimum requirements can make the Express Entry and subsequent Canada Job bank Registration. They receive then a score and are ranked against each other in the Express Entry pool, basically competing against each others for an invitation.

The CRS and points are based on the basis of

• Human capital (=Age, Education, Language, Canadian & Foreign Work Experience, combinations)
• Human capital and a qualifying offer of arranged employment
• Human capital and a provincial or territorial nomination

 

Express Entry draws and the Invitation to Apply

On a regular basis, CIC conducts draws and invites the highest ranked Express Entry candidates to apply for permanent residence. Express Entry draws are done at a frequency and in numbers that align with CIC’s processing capacity and annual levels targets. Draws can be general and include all programs (i.e., top ranked candidates are drawn regardless of immigration program) or be program-specific (e.g., top ranked CEC candidates only).

From the date of issuance of an invitation to apply (ITA), candidates have 60 calendar days to submit a complete online application for permanent residence. Being in the Express Entry pool does not guarantee that a candidate will be issued an ITA. Likewise, an ITA does not guarantee that an applicant will receive a positive decision on their application for permanent residence.

 

Eligible Trades List

The list is organized under these major and minor groups of the NOC:

• Major Group 72, industrial, electrical and construction trades,
• Major Group 73, maintenance and equipment operation trades,
• Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production,
• Major Group 92, processing, manufacturing and utilities supervisors and central control operators,
• Minor Group 632, chefs and cooks, and
• Minor Group 633, butchers and bakers.
These major NOC groups are subdivided into different occupations. (All are NOC skill type B.)

• 7251 Plumbers
• 7252 Steamfitters, pipefitters and sprinkler system installers
• 7253 Gas fitters
• 7311 Construction millwrights and industrial mechanics
• 7312 Heavy-duty equipment mechanics
• 7313 Refrigeration and air conditioning mechanics
• 7314 Railway carmen/women
• 7315 Aircraft mechanics and aircraft inspectors
• 7318 Elevator constructors and mechanics
• 7371 Crane operators
• 7372 Drillers and blasters – surface, mining, quarrying and construction
• 7373 Water well drillers
• 8231 Underground production and development miners
• 8232 Oil and gas well drillers, servicers, testers and related workers
• 9232 Petroleum, gas and chemical process operators

 

Inadmissability

There are a number of reasons you can be found inadmissible, denied a visa or refused entry to Canada under IRPA, such as:

• security
• human or international rights violations
• criminality
• organized criminality
• health grounds
• financial reasons
• misrepresentation
• non-compliance with IRPA or
• having an inadmissible family member
